This plan is to comply with ViaSport  British Colombia’s “Return to Sport Guidelines “ current to May 28, 2020 and Basketball BC’s “Basketball Return to Sport Plan – Key Points” and is based on a risk assessment analysis that considered the risk presented by the type of activities and the gyms where RBL Basketball plans to offer these.

Risk Management and Mitigation Plan

B.C. health officials outline that the risk of transmission is subject to the variables that we need to modify to reduce transmission risk:

  • Contact intensity – how close you are to someone for how long. We plan to conform to the two-meter social distancing regulations
  • Number of contacts – how many people are in the same setting at the same time. We plan to divide the gym into up to four sectors (hoops) with a maximum of three students and one coach at a dedicated basket. We also plan to minimize staff physical contact with their students.     

In addition, there will be a gym supervisor to make sure everything is functioning as planned.

Facility Access and Use

Although RBL Basketball programs take place in an indoor gym, we plan to open the gym door which leads to the outside as much as possible, to improve ventilation.

Other considerations:

  • Restricted access: We plan to limit access to our gyms to participants and coaches.
  • Points of access: Entrance to the gyms is to be by the front door of the gym only. Departure from the gym may be through the front door to the gyms or by the gym doors leading directly outside. We also plan to prop open the doors entering the gym to reduce contact with door handles.
  • Pre-registration only: No drop-ins. Participants are to pre-register online.
  • Arrivals and Departures: Participants should arrive no earlier than 5 minutes prior to the start of their program. There will be 10 minutes from the finish of the prior session and the start of the next. Participants should leave the facility as soon as their program finishes.
  • Water bottles: Participants are to bring their own water bottles with their name on it. The water fountain is to be only used for filling water bottles.
  • Screening of Participants and staff: As much as possible, we will screen participants and staff, each day, for the following: 
  1. symptoms of the common cold
  2. influenza
  3. COVID-19 and other respiratory diseases

Facility Operations

Everyone entering our gyms will have their hands sprayed with sanitizer. 

Staff will be reminded to wash their hands often, particularly upon arrival and after each session.. 

Participants are to bring their own basketballs and if they do not have one, we will have balls for sale. No equipment or pinnies are to be shared and, if any equipment is shared, we will disinfect it after each use.

Health of Participants

Participants (students or staff) will not be permitted to participate if:

  • they are not feeling well or are displaying symptoms of COVID – 19;
  • there is someone in their household who has COVID-19;
  • they or someone in their household has travelled outside Canada within the last 14 days

Participant Group

We will take attendance each day and keep a record of all participants in case of an outbreak.

Sport Programming

Participants are to maintain physical distancing, two meters apart, as much as possible.

Our program will involve non-contact activities and no handshaking, high fives, hugging etc. will be allowed.

The focus of our programs will be on Skill Development.

Cleaning Protocols

Enhanced cleaning protocols are to be used to minimize transmission risk. 

General cleaning and disinfecting of surfaces should occur at least once per day.

Particular attention will be paid to the following high touch areas:

  • benches
  • light switches
  • bathroom counter tops, sinks, taps
  • bathroom paper dispensers, soap dispensers
  • water fountains

Disposable gloves are to be worn when cleaning and disinfecting surfaces.

Information regarding COVID-19 cleaning and disinfecting from the BC Centre for Disease Control is included in this plan.

COVID-19 Safety Plan 

Most of the issues in this safety plan have been addressed in detail in other parts of this RBL Basketball Return to Sport Plan.

Step 1: Assess the risks

  • We have identified areas where there may be risks, either through close physical proximity or through contaminated surfaces. The closer together individuals are and the longer they are close to each other, the greater the risk.
  • We have identified areas where people will gather in our facilities.
  • We have identified surfaces that people may touch often.

Step 2: Implement protocols to reduce the risks

  • We have established maximum program numbers for our programs that meet facility requirements.
  • We have implemented measures to keep participants and others at least 2 meters apart, wherever possible.
  • We have identified rules and guidelines for how participants, coaches should conduct themselves.
  • We have reviewed the information on cleaning and disinfecting surfaces.
  • We have implemented cleaning protocols for all common areas and surfaces.

Step 3: Develop policies

  • Participants or staff exposed to COVID-19 or showing symptoms are prohibited from participating in RBL programs.

Step 4: Develop communications plans and training

  • This is the main function of our gym supervisor.

Step 5: Monitor and update plans as necessary 

Outbreak Plan

Early detection of symptoms will facilitate the immediate implementation of effective control measures. In addition, the early detection and immediate implementation of enhanced cleaning measures are two of the most important factors in limiting the size and length of an outbreak. An “outbreak” is two or more cases; a “case” is a single case of COVID-19.

The RBL Basketball Commissioner has the authority to modify, restrict, postpone or cancel activities if a case or outbreak is reported.

If staff or a participant reports they are suspected or confirmed to have COVID-19 and have been at the gym, enhanced cleaning measures will be implemented to reduce transmission and the owner of the gym will be notified right away and we will implement our illness policy and advise individuals to: self-isolate, monitor their symptoms daily, report respiratory illness and not to return to activity for at least 10 days following the onset of fever, chills, cough, shortness of breath, sore throat and painful swallowing, stuffy or running nose, loss of sense of smell, headache, muscle aches, fatigue and loss of appetite. Individuals affected will be encouraged to contact 8-1-1 for further health advice and 9-1-1 in an emergency.

In the event of a suspected case or outbreak of influenza-like-illness, we will immediately call 8-1-1 to discuss the suspected outbreak.

right away. 
Where possible, maintain a distance of 2 metres from 
the ill child. If this is not possible, the staff member may use a mask if available and tolerated, or use a tissue to cover their nose and mouth. 
Provide the child with tissues, and support as necessary so they can practice respiratory hygiene. 
Open outside doors and windows to increase air circulation in the area. 
Avoid touching the child’s body fluids. If you do, wash your hands. 
Once the child is picked up, wash your hands. 
Clean and disinfect the space where the child was 
separated and any areas used by the child (e.g., 
bathroom, common areas). 
If concerned, contact the local public health unit to 
seek further advice. 
Parents or caregivers must pick up their child promptly once notified that their child is ill.

Parent or Guardian Waiver

This waiver contains important information – read it carefully.

COVID-19 has been declared a worldwide pandemic by the World Health Organization and is extremely contagious. Furthermore, as COVID-19 is contagious in nature, participants in the activities of RBL Basketball Ltd. (RBL Basketball) programs may be exposed to or infected by COVID-19 and such exposure may result in personal injury, illness, permanent disability or even death. In consideration of RBL Basketball Ltd (RBL Basketball) allowing participation in their program, I agree to forever release and indemnify RBL Basketball Ltd (RBL Basketball) from any action relating to exposure or being infected by COVID-19 as a result of, or from any action, omissions or negligence, by any participant or others, including, but not limited to RBL Basketball Ltd. (RBL Basketball).

RBL Basketball Ltd (RBL Basketball) has put in place prevention measures to reduce the spread of COVID-19. However, RBL Basketball Ltd (RBL Basketball) can not guarantee that participants will not become infected with COVID-19. Furthermore, participation in the activities of RBL Basketball Ltd (RBL Basketball) could increase the risk of contacting COVID-19

The parent/guardian of the registered participant, on his own behalf and on behalf of the participant, hereby agrees that RBL Basketball will not be held responsible for any accident or loss however caused, whether negligently or intentionally, and agrees to release all instructors, staff, volunteers, and sponsors from all claims or damages which may arise as a result of/or by reason of such accident or loss.
